Liminal by WMC, in partnership with its joint venture & feedstock provider, is developing a state-of-the-art cobalt refinery in Eastern Canada. The location was strategically chosen for its proximity to the local EV-battery ecosystem, low-cost green electricity, local reagent supply, efficient transport infrastructure and streamlined permitting process.
The facility is set to become North America's largest supplier of:
Cobalt sulphate – Production capacity to 900,000 EV batteries, strengthening the domestic battery supply chain.
Alloy-grade cobalt metal – Supporting the aerospace sectors while reducing reliance on imports outside North America.
Ethical & Secure Supply Chain
100% RMI-certified and IRA-compliant feedstock supplemented by recycled cobalt to ensure ethical and responsible sourcing.
MoUs secured with suppliers to enhance long-term supply security.
Sustainability & Cost Efficiency
Developed through a completed Pre-Feasibility Study and bench-scale test-work, the facility’s innovative flowsheet is designed to prioritize:
Near-zero waste & emissions – Minimal solid waste, zero liquid effluent, and almost no air emissions.
Cost competitiveness – Strategic byproduct valorisation and access to low-cost power drive efficiency over traditional refining methods.
Project Status & Next Steps
A prime industrial site is secured.
Environmental permitting is progressing.
Pilot testing and Definitive Feasibility Study (DFS) are underway.
Customer pre-qualification is expected to commence in Q3 2025.
